although the Blacks appear willing to enter into them.  But two cases of assault have been reported.  And often proper investigation the Parties were  dismissed.  Fourteen Indentures of Apprenticeship have been executed - all with responsible and trustworthy Justice.  As a general rule the whites are not willing to do fairly by the Blacks they expect them to labor for almost no compensation and should they ask for better terms are at once ordered off the Plantation.  Very few of the Blacks demand high wages and the great mass of them are willing to work for any reasonable allowance and prefer that it should be paid from the produce from the Plantation.  From the intercourse I have necessarally had with both whites and blacks, I consider it absolutely necessary and for the best interest of both classes that the operations of the Bureau should be continued at least one year longer.  It is to be regretted that one or two more Asst Supts cannot be furnished for this Sub Dist as the multiplicity of cases prevent me from giving that careful and proper attention to many cases they should receive.
