Rowan County S.S.

I Nathan G. Pierson of the State of Louisiana do declare that as attorney in fact for D.M. Barrow of the same state with myself, I made application to the Bureau of Refugees Freedmen and Abandoned Lands, through Mr. R.F Hunter, the Agent at Charlotte N.C. for Government transportation for one hundred freed laborers from Charlotte N.C. to Plaquemine in the State of Louisiana.

The application was made about the 15th February and the transportation order returned to Mr Hunter about the 4th of March 1867.

As soon as I ascertained that the transportation was in the hands of Mr. Hunter I called upon him and asked for it. He refused to give it to me unless I paid him One Hundred (100) Dollars and I was unable to get it from him until I reported the case to Bvt. Col John R Edir, who visited Charlotte and made an investigation of the facts

It is due to truth to declare that Mr. Hunter pretended to claim this Hundred Dollars on the grounds that he performed clerkly labors in the preparation of my papers that entitled him to that sum, but thinking his demand an exorbitant one I made report of the case to Col. Edir.
