Dear Friend,
The Friends will assume the charge of the Orphan Asylum at Point of Rocks, Virginia;- furnishing matron & caretakers, clothing for the children, and such additions to the [[strike-out]]food[[/strike-out]] rations supplied them by the Bureau as may be absolutely needful to health & comfort. They also propose to put those children who have no parents to claim them, out to such responsible parties as may apply, & to watch over them during such apprenticeships. This I am authorized to say, though not in official connection with the bodies undertaking the matter. We sent to Point of Rocks clothing for 100 women & 100 children several days since. Allow me to say now deeply we feel obliged to[[strike-out]]thy [[/strike-out]] thee for thy care of our teacher & friend Kate [[?]] .
An acct. reaches the Pa. F. R. A., that the coloured people at Tappahannock are still whipped and treated improperly, & not protected adequately by the northern people there;
