My Dear Sir,
I am greatly embarrassed and perplexed in respect to the matter of the Free [[?]] people coming North. Five different parties and delegations are bringing up large or smaller numbers of these unfortunates and they conflict with each other, and in many cases allow irresponsible and very improper persons to get hold of and abuse these helpless strangers.
