Laborer. I arrived late last evening from Holyoke. Herewith I send you a letter from Sec'y S. C. Logan. I also send you this that you may better understand & answer. The war can't be carried on from Washington. [[?]] you there on the ground can better propose, modify, & decide than I or any numbers of eyes can do here.

I have written Mr. Hopkins, & by the time I have my interview with him I hope to have my answer from you. You will please write (officially) to my zone & I will endorse/ & forward, or propose the same to him.

You will hear from me in person as soon as I can get my private business arranged.
