Norfolk. Va, Jan. 19, 1866. Rev. R.M. Manly State Sup't Freedmen's Schools. Dear Sir: I had not other thought than to get information, when I asked "by what authority the A.F.A. Commission required a report from me." But from the tone of your reply, I judge you misapprehend my position. I am fully desirous to aid in all possible ways, the cause, and am sensible of the advantage gained by a clarification of statistics. But I understand the Freedmen's Bureau to be the proper authority for doing this work, as all our schools are required to report there monthly, as well as to our respective societies: to which calls I have promptly by and cheerfully responded.
