In obedience to your order of Nov 3rd which reached me on the 10th inst. I have the honor to report.
That I have complied with that portion of your order which directs particular "attention to the private or tuition schools, taught by Colored persons in Norfolk & Portsmouth", and their condition and number will be shown by the accompanying Tabular Statement.
I shall have the honor to report upon the other portions of your order as the Schools are visited throughout the 1st District.
In addition to the facts embodies in the Tabular Statement I have also the honor to submit accompanying remarks & suggestions.
