Mr Reuben Tomlinson, the Bureau Suptdt of Educ for S.C. came in August to confer with us about this year's work in SC. I have just rec'd a letter from him on his return to Charleston, and I give you an extract which will interest you "I saw Genl Howard as I came through Washington, & was glad to find him so cheerful. He does not expect to be disturbed until after the Fall elections, & not then if they go right. The details in the matter of transportation have not yet been decided upon, but Genl Howard thinks that the best plan will be for the Societies to send the Teachers out as cheaply as possible, & then have the money refunded through the Suptdt. of each state, who will be responsible for the "recognition" of the Teacher."
