Dear Sir,
I hereby certify that the New York Branch of the A.F.U. Commission, have duly appointed Miss E. Louise Rogers as teacher to the freed people of Rippon Hall. I herewith transmit this application to the Bureau for one hundred and fifty dollars for the purpose of providing suitable accommodations for the school - Scarcely anything has been done in the portion of the county for the colored people & having examined the ground, I am satisfied their request is a reasonable one which should be responded to promptly by the Bureau.
