Your favor of the 11th inst is received I find it very difficult to obtain reports from all the Schools in my district in Season to forward my report before before the 10th of the month. many of the teachers do not report to me at all and others when called upon do not feel under any obligations to report I also find it difficult to obtain information of all the schools in the District as the Freedmen in several places are starting such schools as they can without my knowledge or assistance

There are four schools from which I have no reports I have reason to believe that there are others It is frequently the case that colored people who have learned to read and write will go to some place where they can find Scholars
