Capt,

I have the honor to report from my own personal observation, that a school for freedmen is very much needed at Marion Smyth County Virginia. A school of about one hundred scholars, could be obtained and a comfortable place for the Teacher to board at can be obtained at, very, low rates. This rent of the Building would have to be paid for by the Bureau which would not cost more than ten or twelve dollars per month & I would respectfully recommend that a teacher be sent to take charge of the school as soon as practicable with the interest of the Bureau & authority to rent the Building.

Very Respectfully, your obt sevt
