Rev. R.M. Manley,
Supt. Of Education for Virginia,
Richmond, VA

Sir,
In reply to a letter of the 28th unto addressed to Genl O.O. Howard, in behalf of the colored people in this vicinity, asking that a school may be established here, such as is being endicted by the Government at Culpeper Court House, for the education of the freedmen in that locality. Mr J N Noon, Genl. Supt, School, Washington DC has advised me that my letter has been referred to you. And recommends me to communicate with you. There are in this section 15 of 80 a loved lessons residing, who are so remote being 15, 19, and in some cases 20 miles; from the precludes their attending this school, their means is so limited that they cannot incur the necessary expense of boarding their children near enough to derive its benefits. If a pay school existed in their midst, their slender means would also defer action attendance
