General: I have the honor to inform you that I have need immediately of one thousand Dollars ($1000) to meet bills due and accruing in the construction of the Normal School Building in this city. Having understood that an appropriation has been made to this Institution out of the Refugees & Freedmens Fund, I especially request that the above account be paid in anticipation of procuring the charter, as the necessary delay, on that account, would be very embarrassing both to me and to the mechanics engaged.
