Your Communication, enclosing an application from Brig. Gen. Brown requesting five thousand primers, is received.
In reply I would say that the demands on our resources are so great. I do not see how we can meet this call. If the Bureau would bear half[[underlined]] the expense, I think I would try to furnish the books.
I would thank you to bring this matter to the notice of Gen. Howard, + if he can  leave an appropriation for this object, we will endeavour to do what I have indicated above. Sincerely Yours
