Sir,

Your application for an appropriation of $6000 00 to build a Normal School in Richmond has been returned by the Commissioner with the following endorsement.

"War Department, Bureau R. F. & A. Lands
Washington, D.C. July 8th 1867.

Respectfully returned. The appropriation requested will be made and the amount paid over, upon legal proof of the incorporation of the instition, and a copy of the vote of the directors, authorizing Mr. Manly to receive it. "
