Requests authority to build six (6) School Houses on the Eastern Shore of Va. guarantees that the land will be supplied by purchase or rent.  He has the assurance of Prof. Whipple that teachers will be furnished.  There would be an average of 50 scholars to each school.  The average cost of each building complete would be about 500$.
