I have the honor to apply for an appropriation of say One Hundred. Dollars for each of the above named counties, to be used in the construction of Freedmen's School Houses. In this connection, allow me to call your attention to my Report concerning same, of March 6 1867. I am laboring under serious embarrassment in attempting to secure educational advantages to these people, by reason of their inability to contribute money to the casement, and the fact, that I have never received a dollar, from any source outside of my division, for this purpose.
