Mr. R M Manly
Supt Education
Richmond

Sir
In reply to yours of the 12th you are respectfully informed that Mr Greene had left for the North before to receipt
I at once furnished the Board of Education with a copy of your letter I find there is a grave misunderstanding in the matter Mr. Baxter the Sect of the Bureau says he received from Mr Green an explicit statement on the subject, and that they talked it over and matured the details according to the plan that [[underlined]] had been [[/underlined]] agreed upon between yourselves He says it was proposed to expense for colored schools alone $10000. The city to furnish $4000 and the Bureau $6000 It will require about $4000 to pay the eight teachers referred to in my former letter
