The Freedmen of Lottsburg Dist. of Northumberland County have purchased a piece of land upon which to erect a building for school purposes. I have a school in operation taught by a colored man from Washington D.C. who a short time ago brought to me a card from Maj. Genl. O.O. Howard Comr Bur. R.F.&A.L. containing the address of Rev. R. M. Manley Supt. of Education for Va and stated that he had been told by Genl. Howard that through Mr. Manley, they could obtain assistance in erecting their building and hiring a teacher. Enough has been contributed by the Freedmen to finish a building, except about four hundred dollars.
