General:
I have the honor to forward the enclosed application of the colored people residing in the vacinity of "Menoken", who ask for a teacher  
they have a very good school=house and are worthy of a teacher. Although there are now some 13 school houses ready for teachers there are no teachers as yet sent; nor has there even been one cent of money contributed toward schools in my division or even a teacher sent. 
The whites are persuading the colored that the promised schools need teachers is all a humbug. That such lengths will only talked about an a blind, for a certain purposes.
I earnestly urge that these schools be supplied with teachers, no matter what their color is or education, provided, they can spell, write
