Dear Sir: Your request for an appropriation of $500. toward the erection of a school house at Winchester is not sufficiently explicit. 
Please inform me on the following points:
1st How much do the Freedmen and [[?]] friends and any other parties propose to do toward the enterprise?
2nd In whom will the title to the property be?
3rd Size, character and cost of the house
4 How many pupils is it designed to accommodate?
5 What association pledges the support of teachers and how many?
