Dear Sir,
I have told Mr. Kennedy that I should be glad to answer your letter of the 12th, because I though your had a little misunderstood the spirit of mine to Miss Parsons. 
I am very sorry if I seemed to blame anyone for the omission to forward the reports - we knew that you were away, & simply wanted to let the teacher know that they must not depend on you to make out their reports, & that we found a special one from each of these more satisfactory then the consolidated one - of course, I should have written this to you, had I known you would retire so soon, & not to one of your teachers, but I did not want to wait longer because we are anxious to have all our school reports before the 5th of the month. As to the blanks, our conduct has not been so negligent as if has appeared, for it was decided weeks ago that one should the Bureau blank, accord-
