I have the honor to present to you for consideration a subject intimately associated with the health, intellectual improvement and future prosperity of the freedman in Halifax Court House.
It is highly necessary that a building be erected in this place to be used for church and school purposes. The only room now available is under ground where the water has been seen standing at the depth of a foot, and where during rain storms the waterbeds in and streams across the floor. To gain access to the schoolroom we are obliged to struggle through 6 or 8 inches of mud, which carried in upon the children's shoes ( for the mud lies even at our door) gives the room the appearance of a stable. It is absolutely essential for the physical preservation of both teachers
