Rev. R. W. Manley
Sup of Education for Va
Richmond, Va.

Sir, After a visitation through the location in which I was formerly a labourer, as Teacher and Missionary, to the Freedmen, I regret having to report, the entire lack of Educational interest, or rather the facilities for doing the work is lacking. The correct number of the black population has not as yet been obtained, oweing probibly, to their being compeled often to move and remove, It would, however, seem safe to say that thare are from four to five thousand colored persons in Portmouth City, and its vicinity!

Thare is not in all this region one School building proper, for the use of Colored people.
