Norfolk, Va. March 17th 1868.
Revd. R.M. Manly
Supt. of Education
Richmond Dist., Va.
Sir
In reply to your communication of the 14th inst, inquiring in regard to the School of Miss Frances E. Williams. I have the honor to State that the School is a private pay School that the amount tuition reported by Miss Williams as paid for the month of July is $22 00/100 or about 40¢ per pupil, from which it will readily appear that Miss Williams Salary is a meagre one and not sufficient to allow of her paying rent from her earnings. The rooms in which the School is kept at present are wholly unfit for School purposes.
Very respectfully
Your obdt Servt
