I am (& have been for a number of months past) preaching to the colored people of this place, & am very anxious during the spring & summer to build them a house in which they may worship God. They are not able to build themselves, & through me appeal to you for assistance. They are occupying at present a house blonging to the U.S. Government & if you will turn over to me said house I will have a church built for them, & a school house for the Government. The whole to be under the supervision of the Agt: at this place. I know a similar application has been made to you before, & I now thus urgently review it because the time of the year will soon be on us when we must go to work, if we intend doing anything. As I am a stranger to you I refer you to Lt. Higgs of this place & to Mess Southall & Taylor of the Convention.
