Personal Bureau of Refugees, Freedmen and Abandoned Lands, HEAD QUARTERS 2nd SUB-DISTRICT, VIRGINIA, Pertersburg, VA., March 21st 1868. Mr. Manly Dear Sir With reference to Mrs Fortunes application for benches, I beg leave to state that she has treated me with marked discourtesy in this and some other matters She is the only one connected with any school here during the past year and a half, who has refused to send a communication pertaining to Bureau affairs through my office; and this because I did not make application to you myself for the object in question. As her discourtesy is unjustifiable I trust her communication may be referred to me before final action, which favor I shall appreciate Yours truly J R Stone Rvd RM Manly Supt Education Richmond
