Dear Sir,

I thank you for your letter in regard to the Normal School in Charlottesville - Your reasoning is all good and coincides with our intentions.  We proposed to make Miss Gardner's school more thoroughly adapted to the Normal purpose - not to establish a large new school. But as you suggest, it is very important to know what is to be the condition of Educational affairs in the state - and the fate of the Bureau bill before we do anything about it.  We are making preliminary inquiries in regard to it only.
