Major Hopkins,
Agent of Freedmen's Bureau &c,

Our Society is considering the advisability of enlarging its work at Charlottesville next autumn, bu establishing a Normal School there and we should like your opinion on several points.
Is Charlottesville a proper location for such a school, which we hope to make a centre of influence in the future?
Can you tell us what steps are necessary to secure an Act of Incorporation in case such a school should be founded?
