I enclose herewith a letter and memorandum from Miss Jennie Nelson, a lady residing in the upper end of this County, who, since the Fall of Richmond, has been deeply interested in the relief and elevation of the cold people, and is now engaged in building a chapel for them.

I sincerely hope that it may be within your power to furnish the materials required, or a portion of them, or to give some substantial aid to the enterprise. There are no schools whatever in this section of the County and Miss Nelson is the only person, of whom I have heard, that has interested herself upon the subject. She is a woman of much energy of character, and I feel assured that all expenditure, as proposed, would be of great and permanent benefit to the colored of this section. Trusting that you will
