Dear Bro. Manly.
A petition is being circulated here and signatures are being obtained requesting the removal of Dr. Harris, and the appointment of Dr. L.D. Seymour as Bureau Surgeon. 
Dr. Harris is not respected here by either his own color, or the whites, The latter detest him.
Yesterday, Dr. Carey sent forward his resignation as Bureau Surgeon at Yorktown. Can it not be so arranged that Harris may be sent to Yorktown and Seymour placed in charge here? 
Let me say a word in Dr. Seymour's favor. Since he was relieved from Bureau Service, he has continued the practice of medicine here, and mostly among the colored people. If he had received pay for his services, it would have amounted to over $8000. 00/00 but he
