| 297. | Lawrence John. | Chap. &c. | Nashville, Tenn.| Dec 15th 1865. Acknowledges receipt of communication touching the serious complaint made against the city Recorder of Nashville, for injustices done to the freedmen; similar complaints had been made to this office, but he had delayed action, hoping that the Bill, granting to cold persons the right of suitor and witness in the civil courts, would become a law. Owing to the fact, that the civil code denies them justice before the law, the Recorder could not legally receive their testimony. Therefore, Directs him (the Chaplain) to adjudicate in all cases of complaint against freedmen in the Recorders' Court of Nashville, except wherein no distinction is made on account of color. Trusts that the duties under this order will be discharged beneficially to the city.
