General
I have been so constantly engaged with my new duties in Tennessee that as yet I have been unable to return to Kentucky and make the necessary appointments for the organization of the Bureau affairs in your Department. I hope to be able to visit Louisville and Camp Nelson early in the coming week and shall be glad to receive your advice in all matters pertaining to my duties. I find the work in Tennessee enormous - I tell you General, the rebels in this region are not whipped yet. There is a great work to do here before loyalty prevails and freedom becomes triumphant.
