Dear Sir-
Your valued favor of the 10th inst was duly received at my Head Qrs during my absence on a trip of organization and inspection, hence the delay in this reply. 
I assure you that your idea of an experiment in the introduction of a system of compensated labor upon one or more plantations in Louisiana, for the purpose of making demonstration that the same is equal to the needs of the country meets my most cordial approbation, and well I am confident receive earnest support from all officers and agents of this Bureau which I have the honor to represent. 
Offices of the Bureau will in accordance with provisions of order from Maj Genl Howard Commissioner encourage this and all similar schemes and in
