Captain.
Your two letters of the 26th inst have been received,, General Fisk is now absent in Washington, and the personal matter of your resignation will be laid before him on his return - probably within ten days.
The Manual requested with such circular orders, and other Official instructions as are in this Office will be furnished you. 
A letter was written you yesterday informing you that the reports due General Howard from this Office were delayed by the non receipt of yours.  These reports are of the utmost importance and their prompt rendition most necessary to properly apprise the Assistant Commissioner, and Commissioner, of the working of the Bureau.
In respect to enforcing the conditions of a Contract as far as the freedman is concerned-you must use your best
