293 Feby. 7th 6 Sir: I am informed on perfectly reliable authority that a colored man named Alfred Lillard has been prosecuted and fined in large sums for selling spirituous liquor under Government permits issued by Gen. L. H. Rousseau, during the occupation of the county by Federal troops; and that the Judge of the Circuit Court denied the authority of military officers to issue any such permits and instructed the Jury to ignore the license issued to Alfred Lillard by Gen. Rousseau. It is your duty to see that the whole proceeding against Alfred Lillard is quashed, that any money extorted from him or signed for fines or costs is restored to him, and that the authority of the United States, under whose protection
