Sir:
I am directed by Bvt. Maj. Gen. Fisk Asst. Comm. Ky. and Tenn. to acknowledge the receipt of your communication of the 2nd inst. 

You are at liberty to authorize any minister or yourself, to solemnize the rites of matrimony between parties who have hitherto cohabited together as man and wife, in slave parlance "took up with each other." 

All new cases of marriage, must procure licenses as required by law for white people.
