307 February 8th 6. Sir In reply to your communication dated Jan 15th 1866, I am directed by the Assistant Commissioner to say, by all means retain your appointment as Supt. It is reported that in all counties in Ky we are unable to confide in such safe hands the delicate and dificult duties devolving upon Agents of this Bureau. In binding out orphans that this service will apply as to white children in similar circumstances. No distinction on account of color. You will pay no regard to state laws, when they conflict with orders already forwarded under which you will mete out equal and impartial practices to all men.
