I am informed. I presume the members of the Bureau referred to is Rev [[?]] Burt & Supt T of Education. It required no influence from any source to produce the reparation's of an application made in the form and manner of Mr Spence's as notwithstanding the alleged surprise of Gov Brownlow.

In conclusion, General, I believe that whoever the original I believe that who does the original intention of the Board was, it is not what it purports to be. to establish a normal department in which [[colored?]] persons may be admonished. I would recommend that Rev [[Kennar? ? ?]] be elected to receive the money, as Mr Spence did not impress me with the belief that he is a friend of colored people or an honest man.
