Sir:
In absence of the Assistant Commissioner, I am unauthorized to grant the request contained in your communication of the 8th inst. That two hundred dollars be appropriated for building a school house at Salisbury, and that this amount be in addition to the three hundred ($300) already appropriated for that purpose. I could suggest however that as you have been in direct correspondence with the Assistant Commissioner, and, therefore have a fuller understanding of the merits of the case, that you proceed to act with your best judgement in the premises, trusting that the Assistant Commissioner will approve your action.
However you are directed not to proceed further, until you have at least secured a bond for a deed to the lot whereon it is proposed to erect the building

Pursuant to the endorsement of General Howard of the 5th inst. on the correspondence herewith transmitted relative to the measures necessary to be taken for the relief of the destitute of Memphis - you are fully authorized to proceed at once to [[strikethrough]] the [[/strikethrough]] purchase the supplies recommended by you, in such quantities as may be necessary; sending to Col. Beman, D.O., the necessary vouchers therefor -
The Assistant Commissioner suggests that these supplies be purchased of the Commissary of Subsistence at Memphis, but leaves you at liberty to purchase them in open market if by so doing you can purchase them cheaper, or if it should be impracticable to purchase of the Commissary.

The Assistant Commissioner authorizes an expenditure of eighty (80) dollars on the school house at Clinton as recommended in your endorsement on a communication of Rev. D. Burt - State Supt. of Education dated Febry. 6, 1868; and directs that you will have the necessary repairs made at once-
