I have the honor to acknowledge the receipt of your letter of the 5th inst. directing me to recommend a successor to Col. Beman whom the Commissioner contemplates ordering to Louisiana.
I respectfully recommend Mr. A.L. Dean, as a suitable person to act as Disbursing Officer in the event of Col. Beman's transfer to New Orleans.
I beg leave to say to the Commissioner that Col. Beman desires very much to remain here if consistent with the good of the service. The state of his private affairs renders it very undesirable to go to New Orleans. However he will cheerfully obey any order the Commissioner may give on the subject.

I have the honor to request an order of transportation for Betsey Smith a destitute old colored woman, from Nashville to Murfreesboro, Tenn.  This woman had remained three days in the R.R. Depot at Nashville, before her case was brought to my knowledge.  the R.R. Co. refusing to transport her free as they are frequently called upon to do.
I promised to apply for an order for transportation if they would take her down, which they did.  The woman was making her way to her relatives at Murfreesboro.
