General:
In reply to your letter of the 9th inst. I have the honor to state that I forwarded a communication for the appointment of Disbursing Officer on the 10th inst. In explanation of my order directing Mr Papendieck to act as Disbursing Officer. I must state that just previous to the state of that order, Mr. Dean D.O. had last selected in transferring public money by his check to G.N. Marshall, formerly Disbursing Officer of the Bureau and in several other fraudulent acts. While the late investigation was in progress, he tranferred in that way $400.00/100 and in few days previously, had transferred $500.00/100. I believe that there might be either deficiencies, and accordingly prohibited the "Bank" from paying his checks, "suspended him from office; & directed Mr Papendieck to act as D.O.  I suppose the difficulty with the Treasury Dept. may be obviated by dating Mr Papendieck's appointment back to March 20th when he became Act'g D.O. If not, I can have had accounts made out by Mr. Dean, to cover the period between March 20th & April 15th when Mr. Dean's requisition will take effect.
