General:
In obedience to your instructions I have the honor to report that immediately on receipt of your letter requesting me to close the Hospital at Nashville, and to notify the Trustees of this Colored Orphan Asylum at Memphis that no more rations would be issued to the inmates after the 1st of January next. I directed Dr. McNeilly to receive no more patients, and to discharge all whose conditions would admit it and directed Col Palmer at Memphis to give the required notice in regard to the Colored Orphan Asylum. I have made every effort to get rid of the Hospital, and to induce both the city and county authorities to do the same. All efforts to do this have failed. I feel compelled therefore to turn over the Hospital as it is, with upwards of twenty cases, to my successors. I regret very much that I have been unable to meet your wishes fully in this respect. In a few weeks more, I presume, the Hospital will be vacated by drafts and discharges, where all connected with it can be discharged.

General: I have the honor to recommend that Mr. Richard Papendieck, Disbursing Officer who will be relieved now, and one of his Clerks, Mr. W.H. Minchin, be retained under pay till the final settlement of Mr. Papendieck's accounts at the Treasury Department. It will require some time and expense to Mr. Papendieck, in turning over all the public property, as much of it is scattered through the State at numerous School houses -
