General:-
I have the honor to inform you that I have had an interview with Mr. Greene, Chairman. Board of Education and find that he has laid the following plan of co-operation before the Board. and it has been adopted.

Eleven teachers of colored schools to be employed for the 
city: eight of these to be furnished by the Bureau through Northern societies, without expense to the city.  The other three to be furnished and paid by the city.  The Bureau is to rent and repair all buildings for said colored schools.  The city paying one half the expense of furniture only.  Books and apparatus will also be furnished by the city.  The Board is to have supreme control of the teachers and plays of school.

This Mr. Greene understands as the plans mutually agreed upon between him yourself and Mr Manly, Sup't of 
Education. Please inform me at once whether I will be sustained in carrying out the foregoing arrangement as it will be necessary to take immediate steps to secure buildings and prepare them
