General,

I have the honor to inform you that Mr Greene reports to me that there is no prospect of cooperation in the system of schools which the civil authorities propose to establish here; but I wish to call your attention to the probably wisdom of aiding this measure in some way. I believe that primary influence will be strong as to tending to cause an impartial regime with reference to these schools. We can, for instance rent the buildings discontinuing the measure when we find things unsatisfactory. The city will employ Miss Hill provided she will take the Pocahontas school She will only consent to do so on condition that the building be enclosed with a fence, and an outhouse - absolutely necessary - be put up I would respectfully suggest that the Bureau do this repair which will cost about $300.00 This will go to the benefit of the Schoolhouse
