Bureau Refugees Freedmen and A Lands Office A.S.A. Comr. 4th Div 6th Sub Dist Va Warsaw October 9th 1868. James Johnson Esqr. Sub Asst Comr 6th S.D. Sir There is a school, that is partially organized, near "Noming Church" in Westmoreland County. The Freedmen have erected a church Building, and will allow it to be used for school purposes, the scholars are secured, and they have requested me to procure a teacher if possible. Those of the Whites living in this County. who are willing to teach colored schools, lack the necessary qualifications. Can a teacher be obtained in Fredericksburg or Richmond? I would recommend that the building be rented by the Bureau, and the rent allowed to go towards paying for a teachers services if one can be obtained.
