" - I send you a copy of the proposal made by Gen. Howard to the Associations sending teachers. The assistance contemplated will be given by paying rent for school buildings occupied by the associations, and these payments will be made by the Disbursing officers in the several states. You can therefore commission the teachers and set them at work at once."

"The Commission of the Freedmen's Bureau, with a view to increasing the number of schools for refugees and freedmen commencing on or after Oct. 1st inst. guarantees to the associations sending teachers a fair rental of all buildings (except normal school buildings which will be specially provided for) in which there are actually schools having thirty scholars and upwards, the amount of rental to be assessed according to the number of teachers provided by each association, and to be affixed at the rate of ten dollars per month to each teacher.- Provided that the Associations referred to shall give affidavits of the President and Secretary or of the officers designated by the Association for the purpose, stating that the said school buildings or parts of buildings are actually owned or rented or legally possessed by them." -
