Sir:
I have the honor to request aid for fifteen (15) schools for eight months (8), at the rate of twenty (.20¢) cents per scholar.  each school averaging a paying attendance of not over forty (40) scholars.
It is impossible to get good teachers unless we can guarantee their support; without this guarantee I see no way of getting the schools in operation; I must be able to pledge the teachers support, and good teachers will not come under any other condition.  The plan proposed in this Sub-Dist. is as follows.  The people will furnish board for the teacher.  The Amr. Miss. Ass'n will pay one half of the salary and secure transportation
