Dear Sir
Capt Wilcox today sends through recommendations for schoolhouse rents which I approve. But not understandingly. It is impracticable for me to be personally cognizant of all facts bearing upon the different places being recommended by my A.S.A.C.
Capt W. doubtless conferred with you while at Richmond in regard to these matters
What I wish to say particularly is that if the desired appropriation for Liberty is to be used as those given our small country schools for the real benefit of the school and in connection with the Pa. F.R. Asso. efforts I shall be perfectly satisfied.  Otherwise I must withdraw my approval. So much funds have been apparently squandered upon that Liberty school house that I am much disinclined to do anything more for it   
The teachers there - Forest & Curtiss - have lost all their usefulness, through personal quarrels with each other [[strikethrough]] and [[/strikethrough]] about the manner in which last appropriations
