Dear Sir:
I have laid your letter of 24th inst before our Committee & they request me to say in reply, that: 
As they do not expect to satisfy the "understanding" that they keep in the field as many teachers as heretofore, they object to taking any steps which can be supposed to imply such expectation - They object, also, to that part of the plan which proposes that they hire, at nominal rates, buildings, belonging to local Boards of Trustees, in order to comply with the requirements of the Bureau.

This being so, the only buildings in Virginia for which they wish to draw rent are those in Richmond belonging to this Commission. For that they will be much gratified if you can obtain an increase of Rent upon a portion to the number of teachers employed there; &, in such case, they authorize you to appropriate such increase to the support of those teachers at Aylett's & elsewhere who, having entered upon the work in the expectation of receiving an allowance of ten dollars per month, may not otherwise be able to obtain it.
